The CAQ has decided to temporarily reopen the Quebec Experience Program (PEQ) for a period of two years, from July 2, 2026, to July 2, 2028, for individuals who were eligible for the program prior to its abolition in November 2025. Applications will be accepted in phases, with the first phase running from July 2 to October 31, 2026.
While this temporary reopening will allow thousands of newcomers to obtain permanent residence in Quebec, some fear that this temporary measure will not meet the needs of everyone who has come here, has learned the language, works here, and has hope of settling in Quebec.
In addition, the TCRI has emphasized the importance of allocating sufficient resources to community organizations, which will certainly be overwhelmed by the resulting surge in PEQ application support requests. To learn more about these concerns, read their press release here.

Despite the historic victory before the Supreme Court, which rejected Quebec’s attempt to prevent asylum seekers from accessing subsidized daycare, the Quebec government continues to seek to create divisions among those it considers candidates for integration.
Children have no control over their parents’ immigration status, but the CAQ is implementing new rules that give priority to Canadian citizens, permanent residents, and foreign workers holding a closed work permit for access to subsidized daycare services. Asylum seekers, among others, remain eligible for subsidized daycare, but only for any remaining spots.
